You will remember that, at yesterday's

meeting of the Advisory Committee on Education,

the Committee recommended the circulation of

Professor Forster's address on Universities in

China, referred to by Lord Lugard, to members of

the Committee for information. I recommend

also the circulation with this address of the

extract, A B on pages 11 and 13 of attached South

China Morning Postfrom the Congregation address of

the Vice-Chancellor of Hong Kong University, since

it contains very important information (and

encouraging also) regarding arrangements for Chinese

students in this country. I have just received

this copy from Sir William Hornell, without any

covering letter, but I am sure that he would

welcome circulation to the Committee.

If your Department sees no objection, could

you send on this to Mr. Poynton for necessary action?

Lord Lugard has received a printed copy of Professor

Forster's address, which was locally printed. I

am not aware of any other copies in this country.

If Professor Forster is to be asked by letter to send

printed copies, it will mean a great many weeks'

delay, and there might be difficulties about cabling.

It looks, therefore, as though it would be necessary

to have the address roneo'd.
